Fu Xiaolan

​Xiaolan Fu (傅晓岚) is the Founding Director of the Technology and Management Centre for Development (TMCD), Professor of Technology and International Development and Fellow of Green Templeton College at the University of Oxford. Her research interests include innovation, technology and industrialisation; trade, foreign direct investment and economic development; emerging Asian economies; innovation and productivity in UK/US. She was appointed by the Secretary-General of the United Nations to the Governing Council of the Technology Bank for the Least Developed Counties in 2016 and to the Ten-Member High Level Advisory Group of the UN Technology Facilitation Mechanism in 2015.

She has published extensively in leading international journals. Her recent books include China’s Path to Innovation, China’s Role in Global Economic Recovery, and The Rise of Technological Power in the South. She is Editor-in-Chief of Journal of Chinese Economic and Business Studies, and serves on the Editorial Boards of Industrial and Corporate Change, International Journal of Technology Management, and four other international journals.

Prof Fu has received the European Commission Gate2Growth 2005 'European Best Paper' Award. She received large research grants from prestigious funding bodies including the European Commission, ESRC, EPSRC, British Academy, and the Cairncross Foundation. She has been consultant for UNDESA, UNCTAD, UNIDO, the World Bank, OECD, European Commission, ILO, the Commonwealth Secretariat, UKTI and the Chinese government. Prof Fu serves on the Advisory Expert Group of the OECD Global Investment Forum and the DFID/ESRC Economic Growth Directorate (DEGP), and is President of the Chinese Economic Association (Europe) and CEA (UK) in 2010-11. She is also a Senior Research Associate at the University of Cambridge and University of Tsinghua, and a Visiting Professor at Fudan University.

Prof Fu came to Oxford from Cambridge University, where she was a Senior Research Fellow. Before coming to the UK, she had five years’ work experience in the business sector in China before embarking on her academic career.

Guthrie Raymond

Raymond Guthrie

Raymond U. Guthrie has dedicated his career to investing in and supporting social entrepreneurs in developing countries. As a Senior Partner on the Investment Team, Raymond manages a team of Investment Directors and Associates and develops and structures both risk capital investments and grants to support innovative organizations striving to create measurable large scale impact in the developing world.

Previously, Raymond was a Principal on the Innovation Investment team at the Skoll Foundation. At Skoll, Raymond developed the investment strategy and process for making dispassionate evidence-based investments into social entrepreneurs that had the greatest amount of impact evidence and were the closest to driving large-scale change. While at Skoll, Raymond invested in African, Asian and Latin American developing countries and built a portfolio of grants, equity investments, loans and guarantees that have an estimated value of $41.6 million. Through his investments, Raymond supported social entrepreneurs within the agriculture, education, healthcare and livelihoods sectors. In addition to Raymond’s investment role at Skoll, he also managed the foundation’s partnerships with development agencies and foreign governments that included a $50 million co-funding partnership with USAID that was focused on investing into social entrepreneurs.

Prior to joining Skoll, Raymond was a Foreign Service Officer at the U.S. Agency for International Development (USAID), where he initially served as a Private Enterprise Officer within the USAID India Mission. During his time in India, Raymond managed an early-stage funding program, the Millennium Alliance, which focused on supporting Indian social entrepreneurs that have innovative solutions to development challenges within the clean energy, agriculture and health sectors. He later worked within USAID’s newest entity, the U.S. Global Development Lab.

Before his time with USAID, Raymond worked within the equities department at Calvert Investments, one of the largest socially responsible investment funds in the world. As an Investment Analyst at Calvert, Raymond was part of a team that managed approximately $5 billion in public and private equity investments. Prior to this, Raymond worked as an attorney within the general counsel’s office at Calvert, structuring the funds domestic and international investments.

Raymond holds a Bachelors of Business Administration from the University of Miami and a Juris Doctor from Howard University’s School of Law. He is professionally proficient in French, has a working knowledge of Vietnamese, and is a licensed member of the New York Bar Association.

Harmon David

David Harmon

David Harmon is the Vice – President for Global Public Affairs at Huawei Technologies. He has been based at the company’s headquarters in Shenzhen in China since November 2014. David is responsible for putting in place strategies within the ICT and digital agenda policy areas that enhance relations between Huawei Technologies and governments around the world. He is a regular speaker at conferences around the world on issues related to the best global practices in the field of the governance of the ICT sector and on future ICT trends.

Between 2010 – 2014, he worked in Brussels as a member of the cabinet of the European Commissioner for research, innovation and science. In this capacity, he advised the European Commission on the best strategies that it should put in place within an international context concerning research, innovation and science matters. He was also the sherpa for the European Union at G8 summit meetings that dealt with these important policy issues.

Between 1998 – 2010, David worked in Brussels as a political advisor in the European Parliament. He covered a diverse range of policy issues including in the areas of trade, the digital agenda, foreign affairs and industry. He was also director of press and communications for the main government party in Ireland for three referenda campaigns that dealt with the ratification of different European Union treaties in the years 2002, 2008 and 2009.

David is a qualified lawyer, having graduated from the Incorporated Law Society of Ireland in 1998.

Kyalo Victor

Victor Kyalo

​Eng. Victor Kyalo is a Communications engineer with a wide experience in systems design, integration and project management. He has been involved in the information systems networking/telecommunications for the last 25 years both in deployment of solutions and in training at the University level.

Currently, Eng. Kyalo is the Principal Secretary in the State Department of ICT & Innovation at the Ministry of ICT. Prior to this, he was the CEO at the ICT Authority. Before all ICT agencies were merged into ICT Authority, he was the Deputy CEO/Programmes Manager at the Kenya ICT Board with a focus on the implementation of core communication infrastructure and e-services in different sectors of the economy. Among the notable projects he has been involved in include; leadership of the Kenya TCIP World Bank funded project; the Project Manager/Engineer for the East African Marine System (TEAMS), rollout and operationalization of the National Optical Fibre Backbone Initiative (NOFBI) as well as a Neutral National Data Center initiative (NNDC).

A founding member of a number of institutions/pioneering initiatives in the communications sector such as; Kenya Education Network (http://www.kenet.or.ke) and served as the Executive Director/CEO from 2001 to July 2007. A Founding Board member/Ag. CEO of the UbuntuNet Alliance (http://www.ubuntunet.net). Was also a founding member of the Kenya Network Information Center-KENIC (Kenya’s country code Top Level Domain name .ke administrator) and he served as the Chair of the Board of Directors for two terms. Eng. Kyalo has participated as a consultant in various projects in the telecommunications and education sectors.

Current focus is on the deployment of communication technologies and services targeted at providing effective services delivery mechanisms in diverse areas including processes in learning and teaching. The interests cover work in the selection, measurements, and management of technology solutions, aiming at enabling an enterprise to optimize the return on its investment in IT, Communication Systems, and Management Services through a partnership of systems and business/user groups.

Eng. Kyalo holds an Msc. Electronics (Eindhoven University), BSc. Electrical Engineering 1st Class (University of Nairobi), Currently pursuing Msc. Economics (University of Nairobi).

He is a Registered Engineer (Kenya), a Member of IEEE and a member of PMI.

Mora Alexander

Alexander Mora

Minister of Foreign Trade
Costa Rica

​Alexander Mora was appointed Minister of Foreign Trade of Costa Rica on May 8 2014. As Foreign Trade Minister, Mr. Mora oversees Costa Rica´s foreign trade and investment portfolios, as well as the relationship with multilateral organizations like the WTO, OECD, SIECA, among others.

Mr. Mora has extensive experience in trade, banking and digital technologies. Firstly, as a successful entrepreneur in the digital technologies, telecommunications and corporate services areas, with over 25 years of experience. Secondly, as representative of Costa Rica to the United Nations Commission on Science and Technology for Development, as member of the Foreign Trade Advisory Council, the National Commission on Information Technologies and Communication and the National Commission on Competitiveness. Also as President and Vice-President of the Costa Rican Chamber and Latin American Federation of Information and Communication Technologies, the Costa Rican Chamber of Exporters and as President and Vice-President of the Board of Directors of several banks, insurance brokers and investment management funds.

Mr. Mora has a degree in Economics and holds an MBA in Finance and Banking from the University of Costa Rica.
