Minister of Commerce and Industry

​Honorable Axel Marcel Addy has served as Minister of Commerce and Industry under Her Excellency, Ellen Johnson Sirleaf since April 2013. In his current capacity, Mr. Addy is also Commissioner on the National Investment Commission, Statutory Member of the President’s Economic Management Team, Statutory Member of the Board of Directors of the National Port Authority, Statutory Member of the Board of Directors of the newly established Liberia Revenue Authority. Furthermore, he is the Representative of Liberia to the World Intellectual Property Organization and Chief Negotiator for Liberia accession process to the World Trade Organization, among others.

​Mr. Ratnakar Adhikari is the Executive Director of the Enhanced Integrated Framework Executive Secretariat. Prior to this assignment, he was the Chief Executive Director of South Asia Watch on Trade, Economics and Environment (SAWTEE), a Kathmandu-based regional think tank. Previously he served, among others, as a Senior Adviser to the National Planning Commission, Government of Nepal, and Trade Programme Specialist for the UNDP, Asia Pacific Regional Centre in Colombo, Sri Lanka. Mr. Adhikari has conducted extensive research in the areas of international trade particularly from the perspective of LDCs.

​Ms. Arancha González is an expert in international trade issues with 20 years of experience; serving as Executive Director of the International Trade Centre (ITC) since September 2013. Ms. González, a Spanish national, has extensive knowledge about international trade and economics, coupled with broad experience in trade and development matters in the public and private sectors, as well as in management at multilateral organizations. Before joining ITC, Ms. González served as Chief of Staff to World Trade Organization (WTO) Director-General Pascal Lamy from 2005 to 2013. During her tenure at the WTO, she played an active role in launching the WTO's Aid for Trade initiative and served as Mr. Lamy's representative at the G-20. Prior to working at the WTO, Ms. González held several positions at the European Commission, conducting negotiations of trade agreements and assisting developing countries in trade-development efforts. Between 2002 and 2004, she was the European Union spokeswoman for trade and adviser to the European Union Trade Commissioner. Ms. González began her career in the private sector advising companies on trade, competition and state-aid matters. She served as an associate at Bruckhaus Westrick Stegemann, a major German law firm, in Brussels. Ms. González holds a degree in law from the University of Navarra and a postgraduate degree in European Law from the University of Carlos III, Madrid.

​Mr. Rasaw possesses specialized knowledge in Economic leadership, Industrial and Economic Development and has worked on various capacities in government organizations and international agencies (United Nations), both inside and outside of the country. He has an excellent record of service and achievement.

His more than twenty years of work experience on various aspects of management, economic development and his fundamental work in development of education sector, including National Strategic Literacy Program are much appreciated, and have had immense impact on respective areas.

Mr. Rasaw holds Bachelor's degree in Natural Science from Kabul University and Master's degree in Information Technology from Preston University. He also holds certificates in Management of Political and Economic Changes from Harvard University, U.S.A; United Nations Development Program's Procurement Procedure; and Specialized software for Investment Evaluation in Industrial Sector.
